In 2010 the U.S. Department of Education released new regulations relevant to distance learning. These regulations require institutions offering distance learning to document authorization from any state where the institution has currently enrolled students:
If an institution is offering postsecondary education through distance or correspondence education to students in a State in which it is not physically located or in which it is otherwise subject to State jurisdiction as determined by the State, the institution must meet any State requirements for it to be legally offering postsecondary distance or correspondence education in that State. (Chapter 34, § 600.9 State authorization, HIGHER EDUCATION ACT OF 1965, AS AMENDED)
Miami Dade College is currently authorized, licensed, exempt, not subject to approval, or is permitted to accept students for online courses and/or programs in all states except California.
